POEMs' Defining Characteristics

All online markets are designed by someone. This briefing sets out the differentiating aspects of an implementation of economic platform technologies we call POEMs (Public Official E-Markets). 

 

"POEMs" describes a system of interconnected digital marketplaces covering thousands of sectors spanning labor, finance, goods, services, and content across a given jurisdiction. It is initiated by a commissioning authority (likely a government body) issuing a fixed-term concession.  A competitive winner then funds, designs, and runs the markets system as a federation of private sector entities.
